Worst case is at LS-SF intersections. More specifically, those north-most roads in Flint mainland (which is just right of Easter Bay Airport) is so bloody dark that you can't see a shit. And per-pixel lighting is not accepted anyway. So a workaround will be those short lamps used in Adjustment race (which located outside of small town in route) to be put on those very dark areas in all possible virtual worlds?
side note: not to put too much next to each other as it's enough to be barely visible. If possible make it as lamp breaker object.

Well..all those objects would screw up the frame rate bro, though I also would like to state that this isn't an issue for everyone, for example: It never bothered
myself, though, I understand your struggle, so...I think the best solution for it, is Car Headlights REAL LIGHT

GTA SA car's healights doesn't enlightens the path properly, so, a plugin/script to make them proper headlights could be used for this purpoose..also, it could be
an option that could be enabled and disabled on F11 ^^

Per-Pixel Ligthing got declined because if it would get add, other shaders wouldn't work anymore. And since that shader takes a lot of fps (except you got a mid/high-end pc), bartek didn't want to get rid of some shaders that work for nearly everyone, to give some people with better PCs that one. Though I would like it myself, but it's fair enough to stay with multiply shaders than only that one.

And about adding lamps everywhere, there was a suggestion about making the night darker and removing a lot of lamps. It got declined, so I guess this one will get also disapproved.
I personally play with 61% brightness in the MTA settings, and everything is bright enough for me. So I would be rather for making nights darker. Maybe you should change your display brightness / contrast / gamma settings.

one thing, is it possible to do a workaround? I noticed some parts of Flint actually got enough lighting without any lamps whatsoever. Is that possible to clone those 'objects' into darker areas?

side note: my HP Pavilion has glass panel instead of matte ones, so it's actually quite hard to view these places due to external light reflections.
