The object you are looking for is called "DockBarr1_LA" and is actually yellow barrier located at LS Docks. Your task is simply to put it underneath land so that only top part is visible, making it start\finish line. As for blue turning arrows you see during every race on every turn, you gotta download custom resource to be able to use them. That object replaces one of the interiors (because why would we need interiors in a racing gamemode anyway).

p.s. In fact you need to "HOST GAME" with custom resources which includes map editor as a resource aswell.
p.p.s. Before start, prepare yourself mentally that some of your maps won't be accepted, which means you'll just waste time (well, and gain valuable experience ofc, but still...)
