Maybe like a special bodykit/Shop that would cost a bit of money but gave the car the possibility to achieve Off Road racing ? (you know, mudflaps etc...)

Mix of street tuning and WRC in one game is not a good idea. Will be huge problem with performance balance. Remember that WRC is all about acceleration and top speed is usually around 220 kph, so this is something like our offroad class. Problem is that for example Sultan from B class will be faster than any WRC/offroad car at rally stages. Only way to make it work is to change surface.DAT file to make offroad really offroad bacause now is too close to tarmac and you can go offroad with any car. This BTW will only cause more problems...
So if you want WRC game go play Dirt Rally or something like that.
