Look dude, maybe the moonbeam would be cool. But where would it even go? How would it be unlocked? If moonbeam, why not Perennial and Rumpo too?

The first two questions have many possible answers, as for the third one, you tell me! xD
One way of doing it, the one I would go for, is to make a new class. A class for "Minivans", "Station Wagons", "Sleepers", or whatever you wanna call it. Lets say it's Class M, for example.
How this class will handle, there would be many possibilities for that too, but, lets say it's meant so that the performance of the cars is inferior to class E, just like Vintage is inferior to class D. In this class we would put cars that are more meant to be customized and shown off rather than race at high speeds. Big vehicles like the Moonbeam, Burrito, Perennial, Regina, Romero (as Unique variant), etc, are a big canvas for paintjobs and bodywork (Think about Tokyo Drift's VW Touareg), so they make a fun vehicle to drive around and race with even if they only hit 250km/h. I don't mention Stratum here because Stratum is just too fast, it should be together with C class cars or close to it, or, alternatively, be the unique variant.
The opposite way on the spectrum to go about a new class is to make them ridiculously fast sleepers when tuned. Have its performance parts do 3 times their effects and be priced 10 times higher, for example. That way, the cars would be bought slow and end up tuned super fast after much time and effort (Like NFSU's actually do, where you got a Peugeot 206 competing with Skylines and Supras).
In Top Gear, they shown off a Ford Transit with a Aston Martin V12 inside, although there was already another Transit with a F1's called the Supervan 3 (Renault did the same with its Espace F1), and the internet is full of videos of Volvo V70s drifting on highways and hitting 300km/h, minivans with helicopter jet engines inside, and station wagons packing RB26DETTs and LS6s, so, that's my logic behind it. Such a class would be paired with Class A, and would be, obviously, a ton of fun to drive.
Out of the classes way, we could just distribute such cars in each class, like, Moonbeam, class E, Burrito, class D, Stratum, class C, and so on, or, add them as unique cars rewarded to the player for completed tasks, like we have on NFS Carbon. For example, reach 1000000 Bounty, unlock a cop car, Travel 1000000 Km, unlock a Rumpo, find all money spawned in LS or even the whole map all in the same day, unlock a Moonbeam.
Ways to implement stuff, there are many, but it's you guys that make it happen how you like it. If someday you do decide to add these kind of cars, you can call me if you need an extra hand or if you're occupied with other more important things. I'll be more than glad to make some models for them and any other thing you need, you know that.
