I have no idea what causes the garage wheels bug, but it's a visual thing anyway and it's not worth changing the replacement because of it. The suspension looks too high because in garage it has to use default suspension values instead of our own, this is not a big problem either. Driver position also depends on what your player model is, some player models fit differently. The camera is not too far away, the car is smaller than ZR-350.
