Pal, this server isn't dying, I remember when there were only 40-60 players late night, today, at the same time, I see +150. But that doesn't means the server has that many premium users, but to be honest, I see a lot of newcomers and the grind does keep their attention for a while.
After unlocking quite all classes there are unique stuff to unlock, and after that, players tends to become hoarders or Dyno testers, thing that demands time and experience, but also keeps them at it.
But we get your point, wouldn't do any harm to pump up a bit the bonuses of premium users, as long as free players be able to get these bonus on the long run with some grinding

People grow up, or play other games. It's a thing you can't stop. MTA is so old, it's a miracle people even remember it. Having a resurgence in popularity like Minecraft is highly unlikely. Besides 150+ players at all times isn't exactly a "dead game" in my opinion.

this server isnt dying if people keep playing this server and devs are implementing new content then yes the server is alive it just isnt advertised as much as other popular servers and i think its a good thing no lag and enjoyable

1. Increasing rewards from 10 up to 20%:
Maybe but rewards was increased once and now are good enought
2. No money penalties from being busted in PP:
NOPE do races not pursuits if u want to gain money and rp XD
3. Gaining heat lever quicker, losing it more slowly(50% to 50%)

4. An ability to practice every map outside of races(including URL maps):
Good idea... [hmm maybe they could add possibility to start race solo and u will get 0 reward for it or even minimum reward is good too
5. Better rewards for doing freerun duels(2x):
NOPE do races
6. More money for collecting freerun money(2x):
NOPE do races
7. Quick travel from one safe house to another:
u have airport fast travel if u have time to do pursuits and duels u have time to visit airport
8. Being able to connect a dyno for a specific performance setup:
just buy 2nd infernus.
Do u know why RACING severs are dying? cuz players do some random shit freerun and not RACE
Freerun activities should be for fun not for rp/money farm.

I agree...
More racing, more balancing updates, more competitiveness. Less Collectible/Aesthetic stuff
