it's very annoying when I want to play at 4:3 resolution but I can not log in because the resolution is too small and I cant accept the rules and do not see the "log in" button.
In addition, you can not leave the option under the F11 button, you can not create a race, you can not choose a car from the panel on the right and you can not leave the URL after it has been completed.
It is difficult to put a sticker in the paint shop because the hud hides half the car.
In addition to the stadium, the URL when the panel is turned on can not be turned off.
In the garage you can not enter the "race" and "account settings" option.

Dont know if this shouldnt be a bug report or support ticket, but the UI should be really made scalable. And before they do this, you can try experimenting with your graphics card panel and try to force resolution/black bars etc. the way you want them to be.

With MTA UI engine and NFSSA GUI library it's impossible to do this - it would require to rewrite half of server scrits.
Minimum supported and requried resolution for NFS:SA is 1024x768
If your GPU doesn't allow to set higher resolution (even with 800x600 display) it also means that your general PC configuration is way too weak to play NFS:SA which is the most demanding server in MTA.
Also, in 2018 nobody shouldn't think about such old and low resolution anymore.

im playing on 1280x720 and i have 60 fps but on 4:3 it's easier to focus. And i have on mind this: add an option in the settings "UI size", and this will looks like scalling a speedometer or minimap.

It's impossible to do this. Static GUI elements like menus etc work in totally different way using totally different engine (CEGUI) than dynamic UI elements like speedometers (DX).
For example, CEGUI doesn't allow to scale font like DX does.
