two parts:

first is freerun, you can switch between normal and drift handling.
since you can have multiple setups, why not let the player choose which to load outside dyno?
*may use radio/weapon-switching keys from stock game to swap between setups. Should somewhat look like GTA V's in-car radio/weapon-switching without the wheel.

in race mode, before race starts player should be able to pick the setup loadout in lobby (maybe as a little window on the player list's left). Very useful depending on track's terrain.

changing setup value still requires a visit to dyno, though.

If you train drifting at the Big Ear or train touge at Powerline (or any other thing), driving to perf shop each time is a huge hassle.

Not sure about the loadouts idea, but at least changing dyno tuning sliders (for freerun setup) in freerun a-la MW would be nifty for above mentioned reason.

The second option is actually really useful, that way you could make setups for very specific race situations (twisty tracks with very few straights, or the opposite, tracks with fast corners and lots of straights where you can even reach top speed).

I agree with Venom. It would be cool if you could choose between a setup you created for tracks with many straight parts, and one for tracks with many turns and sharp curves.
But it shouldn't work in freerun with switching between the setups. It's kinda unrealistic and you are already in freerun, so just drive to the performance shop. It's not that much effort.
Also using the mouse wheel is a bad idea, cuz then you couldn't use the GTA radio anymore.

Both ideas are good, and to those who didn't understood how it could be useful since we already can assign a setup to each kind of race, it is because there are diferent tracks of the same kind....example, there are circuits which you would need a careful cornering and good accel. to recover after tight corners but also, there are circuits that you can reach your car speed limit easily so it's worth sacrificing accel. for some top speed and ditching off a cornering setup in exchange of a setup which will give you stability at high speeds..

my bad, I actually totally forgot mouse wheel is default configuration
I've been using < / > for GTA VC/SA and O / P + \ for GTA IV and V.
then maybe as a server-sided keybind?
