If you can't finish url, just don't go to higher scores and you will finish.

I see a lot players cannot even finish a max 250 URL, where should they go? Don't say "do not go to URL then" my intention of making this suggestion is to encourage more people to do more URL tournaments since people lose interest on participating nowadays. Mostly due to the fact that they are not well rewarded by participating.

You can test your cars in DYNO testing tracks, to see how your car runs before going to URL

URL is kind of championship, so you need some skill and it means it's not straight to newbies who can't win races and dont have properly tuned car = can't finish race map.

And you're wondering why they're discouraged

Yeah there are not that many people in URLs due to them being discouraged by rewards, probably even stemming from joining there as a newbie.

Even something like 0.75*[min reward for 1 point]*[laps finished/overall laps in that url] RP and $ would be far more encouraging than just 0.
Seeing 0 RP and $ is psychically "crushing" the player who devoted time to play the game, resulting in them not joining URLs anymore.

Doesn't matter if you are skillful af, without a specific car with a specific tune, no way you can reliably win there.

I totally agree with this, I only started playing about 3 weeks ago and I, or anyone who participates in URL, should receive a reward for putting the time into it. If they can't finish the race in the 1 minute after the leader finishes, they should still be rewarded based on how many laps they were able to complete. Obviously someone who sits on their ass on MTA all day with their 1M+ RP and whatnot are going to wipe the floor with you and you will not be able to finish the race, no matter what URL tier you enter.
So no, Bartek, URL is not based on having a level of skill, it's based on who has the fastest car with the best tune (And we all know how fucked the performance score calculation system is so the asshole with the 300 sultan/sgt always wins.) not who has the most skill.

I don't have much to say now
Simple "yes". We need that, on 250 I feel sorry for the newbies in Mananas who cannot finish, when my Intruder and some good Primos are winning. That's happening for months, every time...
They leave url often, that's not good...
About the ideas.. Distance based, laps based, or Orbie's idea - For me, distance based would be best. Laps based is near the same, but distance based is much more precise. And Orbie's idea is too complicated I think

One question that I must ask after those months. Why is it still not changed?

The reason is simple: Bartek and the devs are not willing to change it, they don't care or they don't feel it needs to be changed...in addition to many other things people have complained about or suggested. They are pretty much going to stop supporting this game other than moderation (WHICH WE DON'T NEED!) and new vinyls.
