A penalty for "not drifting" might become a real problem for tracks with longer straights and slow cars, while not necessarily stopping players of playing in the not intended way, so, I'm against that.
Instead, you just gotta make sure drifting is a faster solution of going around a track than gripping, which, in case of that NFSC clip, it is by a large margin

That penalty is not necessary, but drifting needs to be faster than grippy going around, it maybe actually is, or someone can make changes in handling to make drifting faster, if its possible
