1. I really love this idea. It's perfect for making bigger events where players should have equal cars. I'm gonna try to discuss it with one of the devs, if they find time for it and if it's easy to make / possible.
2. The "URL-Event" will contain multiply players, it's already on the to-do list and has even much progress done. If you never heard of it before, just google "NFS Underground 2 URL"
3. It's on to-do list.
4. Also a planned feature.
Next time please check the Roadmap of NFS:SA, you can see the progress and of updates there.

If you would have read it, you would have seen, that 3 of your suggestions are already on the planned list and shouldn't get suggested another time without a very detailed explanation of how it should work (providing good ideas).
