1. In my opinion we should have ghost mode all the time while dueling, random people crashing into you are really ruining it.

1. Dynamic weather is in plans.

3. Actually it is possible with vehicle handlingline. There are two diffrent sizes of wide and narrow. And you should be able to move wheels outer with SetVehicleComponentPosition

I'd rather it wasn't, for some PCs weather such as fog or rain makes the game lag due to all the particles. For me for example, during rain it is completely unplayable. During fog i get severe lag. My PC isnt even that bad, It just has a problem with SA's particles. Weather effects would make less people able to play on your server.

You can always turn off the weather, or reduce it like less rain/fog etc..
